Someone's going to say it's 'Shopped, but they're going to be wrong...

Car was parked when freezing rain started. Ice got thick enough that the icicles reached the ground and latched on. Owner started the car and let it heat up for a bit longer than necessary, probably. Bottom layer of ice melted due to the heat, and the rest stayed attached to the sidewalk.

It makes perfect sense. It isn't Photoshop.
